I want us to have the RFC proccess in place as soon as possible.  This
will let people start suggesting, refining, and evaluating their
proposals for internals and externals changes.

Thanks for stepping up to develop this, Brian.  Please post a draft
format to the list and try to get it hammered at this week (Friday at
the latest, something like Wednesday would be best).  We can change it
later, but we need something *now* to productively start the redesign.
