When you have an RFC you think is ready for wider publishing, the
librarian will
 (a) assign a number if it doesn't have one
 (b) put it on the web site
 (c) mail it to the -announce list

I'm trying to wake up the old librarian now, and will find another
if he can't be located :-) 

I don't think an rfc list is needed.

http://prometheus.frii.com/~gnat/p6 holds the current concept of
the RFC format.  It's POD, with a few sections.  It has REFERENCES
but no CHANGES section yet.  I'm still pondering a CHANGES section.

I want to make a web site for the perl6 crew, to hold info on what
they should be doing: RFC format, explanation of the process,
Larry's concepts of how the language might change, roadmap for
our changes, and so on.  I believe tmtowtdi.perl.org will be given
the name dev.perl.org eventually, and it will be that site.  I
think www.perl.org/perl6 is information for the wider public on
where we are and what we're doing.
