sorry for bothering you but i just adopted Chart and wanted after some
superficial fixes make an test upload which PAUSE rejected out of several
reasons. Allright distro was from 90'ies lacked modern standards so i fixed
the meta.yml and some other stuff still no permission even i ran out of things
i could do since there is now a chart.pm and also like said added provides in
META still got:

You appear to be missing a .pm file containing a package matching the
dist name (Chart). Adding this may solve your issue. Or maybe it is the
other way round and a different distribution name could be chosen to
reflect an actually included package name (eg. Chart-Bars-...).
