We already have that, albeit in bits and pieces.

One can request a transfer if author is unresponsive. https://pause.perl.org/pause/query?ACTION=pause_operating_model#4_2_requesting_an_indexing_permission_transfer

One can transfer to adoptme or request adoption. Either with zero involvement. https://pause.perl.org/pause/query?ACTION=pause_operating_model#4_5_1_adoptme
