So where are we at with the various date-time RFCs and the discussion of
better ways of handling time inside Perl?

There was a proposal to use TAI and Dan Bernstein's libtai as the basis of
time handling inside Perl.  I think this is a good idea, and the next
obvious step would seem to be to write an RFC for this proposal.

Where are we at on different names for the primitives and what those
primitives should return?
