I'm just making my judgement/question on the basis of what Google turned up.) Have ActiveState fixed their "seamless" interface to the MinGW compiler ? I can't build PAR-0.957 with the MinGW compiler and build 817(straight out of the box, anyway), but perhaps those issues have been fixed with build 819.
