We (PSC) have decided to accept the innermost ~7line change to op.c
that actually changes the behaviour, and we'll leave everything else to
further discussion. This 7line change at least fixes up the back-compat
problem it previously had, so it can come under the "oops back-compat
bugfix" banner. The other changes - such as adding the 'softly' and
'firmly' adverbs to strict.pm need further discussion so we'll defer
those for later.
