`maint-5.38` branch is missing

`maint-5.38` branch is missing

We don't appear to have a maint-5.38 branch; usually that would get
created as part of the release process but it seems to have been missed.

Looking over the history, these are the commits just around the time:

2083cfe50f bump version to v5.39.0
76298ae68a (tag: v5.38.0) core team: mark Jason McIntosh as inactive
d180c8c4dc v5.38.0: the final changes before release!

Moreover:

$ git show -s 76298ae68a
commit 76298ae68aa7796f0ffc05095b127d23f4b2de8f (tag: v5.38.0)
