After reading your commentary in that thread, this claim of yours stands out:

That is not the case. If you go through the process you gain ownership of the keys to the car, and you can absolutely just get into it, drive it to a different parking spot, get out, hang a sign on it "keys available for free" and be on your way.

In practical terms, it is perfectly appropriate to go through the normal process, bug the fix, then immediately enact this process: https://metacpan.org/about/faq#howtomarkadistributionthatisupforadoption
