That doesn't make any sense to me. The "WG members" are whoever is
subscribed to the mailinglist or read the archives or get the list
on audio tapes or whatever. Or maybe the "WG members" are only
whoever is posting to the list. But the point is the same: there is
no formal list of "WG members"
