I would bet that an important factor in that decision was that Perl is perceived as 'complex' and Python is perceived as 'simpler than Perl'. I don't think that's absolutely true, but perceptions don't need to be true to influence decisions. I think that, if Perl is to be rewritten, #1 goal should be to break this nasty and damaging perception.
