Well, if the point is to generate the code from some HLL (like perl5),
I don't particularly care what the back-end language is; I would think
that we'd prefer C, since it's extremely well supported and but a
little removed from the metal.

But I'm not convinced that compiling from perl5 is a good idea, for
the simple reason that it's still Not There Yet, after all these years.
